The Simplex of Urbanism has arrived in the form of Decree-ley number 10/2024, of 8th January, which promotes the reform and simplification of the granting of licenses in the areas of urbanism, territorial ordering and industry.
This law forms part of the "More Housing" program. One of the modifications regarding Simplex is the elimination of the need for urban licenses. For example, for projects to increase the number of plans in a building, it will not be necessary to have a license as long as the facade of the building remains unchanged.
There are significant adjustments in the Legal Regulation of Urbanization and Construction (RJUE), in the General Regulation of Urban Buildings (RGEU) and in the purchase of buildings. These adjustments will have a major impact on the real estate market and will create greater dynamics in the market and, as a result, will increase the supply of housing.
Together with Simplex, an Electronic Platform for Urban Procedures will be created, which from the 5th of January 2026 will be mandatory for the districts.
However, some of the new measures have applied since the 1st of January 2024 and others will come into force in March of the same year.
